You are right, It is the buckle! Bad News: Not interchangeable, you have to buy one fresh from the dealer for the Correct Side ($140). More Bad News: After you replace the buckle (by almost taking the seat out lol) you need to manually reset the airbag code inside the computer to turn off the light.
The only possible "adjustment" is at the clutch pedal. Near the top of the arm is a horizontal rod, the nut on the rod close to the arm is the locknut. Loosen the nut and spin the shaft. Check pedal movement. Adjust as required. If the system pressure is low, the clutch won't engage, this is to prevent running the compressor while "dry" (the refrigerent also has a lube in it). If the pressure is low, you should be able to fill it, but engine has to be running with A/C selected. With the engine off, you should be able to spin the inner part of the pulley by hand.
